1: Maybe it's not compatible with the OS *Cough Vista cough*
2: This happened to me when i replaced my power supply. The original one i brought home would not turn off so i took it back and got a diffrent one and everything has been fine ever since. So if you've recently replaced the power supply or recently built this computer maybe it's a faulty power supply.
