These coins were issued to mark the end of WWI, the supposed "war to end all wars".

Because the motto PEACE is on the back, it might be reasonable to think the bird is a dove - - - until you look at its beak and claws! It's still the familiar American eagle, though with its wings folded to symbolize that it's at rest instead of in combat.
