Answer
this is so common with older Rx7's,
they will tend to flood themselve anyway, by design the rotary cant unflood itself so you have to do it. this is serverly agravated by driving short distances and shutting down or if you dont let the car warm up properly.
i wouldnt be at all surpised if you found that your car is nearly ready for a rebuild. sorry if you werent aware of that as this is potentially quite costly news but a rotary that is flooding itself often is the begining of the end.
however to rectify this problem there is a temporary botch that will make life a little easier until it finally gives up the ghost. Locate the fuel pump wire, it does run under the dash board as there is a fuse under the dash in most models. and simple install a switch on this wire.
the idea is a simple one, when you come to stop the car, pull up where you need to park it but dont turn the key off leave the car running and then just flick the switch to kill the fuel pump only. a few seconds later the fuel will run out and the car will stutter and die. when you come to restart again it may need an extra second or so of cranking but it will never flood itself again.
hope this helps.
