you can do it either way #1or #6 for number one cylinde your dot on the cam needs Tobe on 12o;clock if the dots are together you need to strat at number#6 your crank is always at 12;o;clock

It is in the passenger side of the timing cover towards the bottom.

If you mean timing chain and gears...Yes...they still install dot to dot. With the cam gear dot at 6 o'clock position and crank gear at 12 the engine is ready to fire on #6 cylinder. To bring it to #1 after installing the timing chain and gears, rotate the crank until they are both at the 12 o'clock position.
The timing is set on a 98 Chevy Silverado 1500 5.7L by aligning the cam sprocket with the timing chain markings. The engine's computer will then make adjustments on the fly for any additional timing changes needed.
The timing mark is one the Harmonic balancer and the pointer is attached to the timing cover. Roll the motor over to the timing mark, the be sure and mark the number one plug {marked on the intake manifold} the position of the rotor pointer on the distributer.
That would be a safety feature and is normal.
