I have 200,+ miles on the car. I change the plugs and wires yet it runs rough at idle and runs smooth at crusing speed. What can i do?

This is because the engine has not yet fully warmed up. The computer increases the idle speed to prevent stalling when the engine is cold. To correct this, wait for the engine to warm up, or shut it off.

Check the idle sensor if you have one.
You can't. Toyota Camry uses throttle position sensor to adjust idle. If your car does not idle you need to check computer for error codes. If you do not have any, most likely you will have to do tune up on your engine and maybe even fuel system. But starters check the air filter and replace if you did not do that in a while or if it looks dirty.

Rough idle in any engine is often caused by a lean condition which is in turn caused by a vaccum leak. On newer vehicles with computerized fuel injection there usually is a form of a IDLE SPEED MOTOR or solenoid (called different things by different companies). Most likely because it can't idle. You need to check if the idle control valve is working (if you have one), also try adjusting the idle control screw.
Once the engine warms up it should be in between 600-800 rpms.
