They broke your water? I'd say you're on their clock.. if you don't deliver in 48 hrs, they will encourage C-section, because of infection risks. Best of luck to you and your soon to be newborn!!
It means you will probably go into labor soon. I've heard of women being dilated 3cm and not going into labor for weeks. As a reference, you must be dilated to 10cm before the doctors or midwifes will allow you to push.
Fully dialated is 10cm, so I'd say you have some time left. Don't fret!
