As far as the ABS light staying on it MAY be just a low fluid level. As your pads and shoes wear down, the pistons mujst travel farther. This would result in a drop in the master cylinder level. That may trigger the warning light.
check for blown brake light bulbs and broken wires. also check brake light switch on brake pedal
Tail light fuse is blown. It also feeds the 5 amp dash light fuse. Also check for shorts causing the fuse to blow including the license plate light.
In most vehicles the brake lights and radio are two separate curcuits. Start with the brake lights being most important, check the brake light fuse, if it is not blown check for 12 volts at the fuse with a test light. If you have 12 volts at the fuse check the brake light bulbs. If the bulbs are good I would suspect the brake light switch is at fault. Also check the fuse that protects the radio. Not knowing what type of vehicle you have, most fuse block assemblies are located under the left side of dash.
There is a separate fuse for the tail and dash lights on this vehicle and it may have blown recommend to check fuse box also the multi-function switch located in the steering column have a problem but I would check the fuses first good luck Type your answer here...
The 2000 Hyundai Excel indicator light and brake light might stop working all of a sudden because of a burned out bulb. Check all bulbs on the brake lights and turn signals. This problem could also be caused by a blown fuse or a blown flasher fuse.

If you refer to a flurecent tube you need to check the starter if it has one (small round tube in the side of the light), check the fuse box for that light, check the switch for that light and check that the tube youve banged about has not also blown i.e. check in another tube socket if possible

Also a blown fuse can also make this happen on my 2000 Tracker the light came on because of a blown fuse going to the daytime running lights and the interior light luckily I discovered it before having something replaced that it didn't need.
the answer is yes and no if the washer fuse is blown then that would be the first thing to check in that circut, and no the chech engine light only comes on when computer monitered circuits are involved not accessories such as windshield washers you will need to scan the cars ecm in order to pinpoint what controled circut is out of parameters
