You should get the EGR cleaned and/or checked. I've seen this problem on a 96 model Blazer. Same motor though. As for the tach, depends on whether you have the digital or analog tachometer. If digital, the display may be bad or there may be a short in the wiring. Your low fuel mileage is probably related to the EGR problem.
