Yes if it is the right temperature the bacteria and other decomposers will be able to decompose the paper better. If it is colder then the bacteria will slow down. If it is too hot they will die.
Plastic does not decompose (at least not in the duration of many, many lifetimes.) Paper decomposes very slowly and depending on the type of paper may take anywhere from one to twenty years to do so....
