Only if they have that it writing. Go through your paperwork, or better yet, have the dealer show you in writing where it says they can do this.

NO unless thay have found you to have lied like if you told them it hsde a clean title and when it arrived at the dealership with a salvaged title but this mudt be in wrighting most sales contrats state that the cars safty equ. and title are clean and in good working order check first
