Home supply stores have long, easily cut pieces of foam insulation. It's darker in color and is tube shaped like the pipes it's used to insulate. The stuff is cut down it's length so that installation simply involves pulling it open and slipping it over the pipe. That's after it's cut to length of course. Most installers using the stuff run tape along the slit where it was cut to close the gap and seal it.
Answer
Insulating alone won't protect water lines from freezing. Heat tape is the best way to go. If it's possible to rerun the main water line so more of it is up inside the under belly above the insulation then you will have less that needs a heat tape.
ANS 2 - If temperature drops below -5 overnight, answer 1 is useless. The second answer is by far the best.

They used a type of mold. The smaller pipes, such as for household use or public fountains were usually of lead. The larger pipes, such as those used for aqueducts, were made of ceramic. The workshop of the Tenth Legion was recently found in Israel with the remains of the ceramic pipes and the kilns used to fire them.

A flatbed trailer, also referred to as a Utility trailer, or a Cargo trailer has the general use of hauling anything from dirt bikes to drain pipes. The trailer is manufactured in multiple sizes. The maintenance needed, is to keep the trailer clean from debris, disposing road salt, dead animal debris and tar. Keep the trailer waxed and the joints and axles greased for continued easy maintenance procedures.

shorter pipes mean less cost to manuf. = mo profit. And it looks sporty. My truck's tailpipe is bent 90 degrees with the tip extending another 12-14 inches out behind the right rear tire. The pipe would be the perfect length without that last bend and if it exited straight out of the vehicle's rear. Truck tailpipes exit the side because when towing a trailer rear facing pipes can cause exhaust fumes to enter the passenger compartment by hitting the trailer and "backflowing" up the sides of the truck and into the passenger area. Also, rear facing pipes increase the potential for harmful exhaust gases to build up in the trailer, especially bad if you are towing a camper.
There should be a sticker on the side that says freshwater hook up. if that is gone than there should be 2-4 pipes on one and it shud be the far right. Not to sure off the top of my head but its close to the middle depending on how long the trailer is.
You would have to lift the floor covering and the main floor boards over the pipes. Most mobiles have the pipes running in one particular area for simplicity. ie Bathroom, water heater and kitchen sink, all in a line. -If that's the case, you cut through about 2 foot wide section of floorboards down the length you want to remove.
If you own the home then I would imagine that's your responsibility. I own mine and have been under and made certain my pipes are in good shape and insulated for winter. The park would have no access to that, so I can't think how they would be responsible.
