You are going through Puberty with these signs you mention. The facial hair will be later in puberty and after the growth in penis and scrotum. Puberty usually lasts several years for boys so you have a while to go yet.
If you have pubic hair around your genitals then you have begun puberty. The voice cracking usually comes a little later into puberty but as everybody is different then you may be just a little...
