I am not a lawyer, but it is legal for them to do this. It is considered dangerous, however, and if someone lets an eight year old do this, they are insane.

8 year old's may be allowed to sit up front depending on there weight 60 pounds or over. But inside the car it says 12 and under can't sit in the front because it is not safe.
