Are Electromagnetic Weapons being tested on unwitting citizens?

Nick Pope, a former UK Defence official, confirmed to the program (That's impossible) on History Channel - August 9th 2009, the existence of this kind of technology.
Dr. Nick Begich, www.earthpulse.com, explains in his 2006 book "Controlling the Human Mind" that the technology exists to affect people's metabolism remotely.
Dr. Begich points out that it is extremely difficult to distinguish between delusional people and real victims who are subjected to Electromagnetic weapons testing.
The main obstacle to conducting a serious investigation is: Lack of concrete evidence.
It is very hard to prove this kind of torture. It is believed that this type of torture is not widely authorized by the intelligence services.
The UN Human Rights Council conducts investigations if the human rights violations in a state are systematic, and can be reliably attested. Therefore, it is unlikely the UN Human Rights Council will take up this issue, since the two conditions cannot be met.
