Yes by complete immersion under water, not pouring water on the person. Also it might be of interest to you that only ones old enough to make this decision for themselves are candidates.

In addition these must understand Bible teachings, principles and guidelines for living, which are reviewed with them before the actual event and more importantly living the life of a Christian before the actual event! i.e. evangelizing /witnessing when the opportunities present themselves as well as all other aspects of Christian living (which one could not do in ignorance of course.) - John 17:3

The step of baptism is not to be taken lightly or hastily for it would be better not to vow than to do so and not fulfill the vow. Baptism is viewed as a beginning and not an end. It is viewed as a milestone in one's life and symbolizes dying to one's self and former life (going under the water as into the grave) and coming up out of the water to a new life as a follower of Christ, disowning one self. (The closest way to illustrate this is simply that it is like getting married.)It is more than just saying "I love you"- it is the public acknowledgement of this. Baptism makes your profession now official, like signing and notarizing a legal document. It is now formal, official witnessed by others, and as commanded and personally under gone by Jesus himself by John the Baptist.

One last bit of information: It does not wash ones sins away; only the shed blood of Jesus Christ does this by the exercising of faith. The request made to God for a clean conscience is also done and most importantly a personal dedication toAlmighty God Jehovah in private prayer, through our Lord Jesus Christ "No one comes to the Father except through me"-John 14:6
