First of all is important to stress that Latino is not a race, but in America specially in the USA Latino is informally and incorrectly understood as one.

Latino is then a cultural reference rather than a race. In this sense you will find in the world Asian, Black and White people that are Latinos. Latino word is derived from Latin the ancient language that is the root of the Romance Language group (Italian, Spanish, Portuguese, etc...) and all people that speak it or has a cultural similarity with Latin culture then they are Latino.

Post this we can say Portugal is also part of a Latino Culture, but the people themselves are not Latinos in the sense of a race or in a comparison to South Americans. Generally speaking one can state that Portuguese people are Mediterranean Caucasian that is one of the branches of the Caucasian Race (aka White).

You will also find Northern Caucasians from the Celtic influence in Portugal. In Europe people from Portugal, Spain, Italy, Greece, etc are refereed as Mediterranean or South Europeans when a reference to the physiognomy or culture is necessary.

In a gist Portuguese may be included in the Latino culture but are best described as Mediterraneans or South Europeans both as a reference to their Race as to a reference to their Culture.

Hispanic is a term that refers to people of Spanish descent, or people descended from ancient Hispania. While the Spanish and Portuguese share a common ancestry, the country of Portugal preceded Spain by more than 300 years, so the Portuguese do not consider themselves Hispanic.

The Hispanic culture includes Mexicans, the population of most Central and South American countries, Puerto Rico, Cuba, and of many smaller territories. Brazilians, who also live in South America, are not considered Hispanic because they are of Portuguese descent.

According to the U.S. Census Bureau:

"Hispanic Origin. Persons of Hispanic origin were identified by a question that asked for self-identification of the person's origin or descent. Respondents were asked to select their origin (and the origin of other household members) from a "flash card" listing ethnic origins. Persons of Hispanic origin, in particular, were those who indicated that their origin was Mexican, Puerto Rican, Cuban, Central or South American, or some other Hispanic origin. It should be noted that persons of Hispanic origin may be of any race."

This description does not include people of Portuguese descent.

Under the Immigration law, Brazilians are not viewed as Hispanic. When I got my immigration paperwork, I was marked as "other" because the government does not have a place for people of Lusitanic origin.

No, they are not. Portuguese people are European, therefore White/Mediterranean in terms of race, like other southern Europeans. From a linguistics perspective, Portuguese is a Latin-based language just like Spanish, French, Italian, and Romanian, but Latin in these cases DOES NOT define race.

Broadly speaking, Latino or Hispanic refers to people from Central and South America.

Hispanic countries refer to thoughs countries his heavy ties to countries originating on the Iberian peninsula, which includes BOTH Spain and Portugal. Despite speaking a different language (though relavitely similar in many ways); while technically being "Lusophones" the Portuguese (and assossiated countries like Brasil), are considered Hispanic. Lusitanic is another term which refers to the Portuguese, however unlike Hispanic, it refers ONLY to the Portuguese.
