The answer is ... what's your preference? Clement C. Moore, who established the 8 reindeer, gave them no gender. Different writers, television shows, and movies over the years have varied in their interpretations.
It has beeen pointed out that, scientifically, male reindeer would lose their antlers before December 25, and so, as depicted, all of Santa's reindeer are female--because they're the only ones who have antlers at Christmas time! I personally like to think that an antlerless reindeer would be more aerodynamic, and so, popular perceptions aside, Santa would favor them for rapid flights around the world.
However there is possibility that they are male because if castrated the male reindeer keep their antlers and are able to carry a heavier load. It hasn't yet been proved whether this is a possibility because developments in castration are fairly recent.
