I don't think they are neccesarily illegal. I would check with my local law enforcment to find out what the laws are locally before you purchase on of these guns. I know a great place that ships internationally. It's called Airsplat.com. They ship to Canada often, from what I hear. Also, they have great prices and specials for their Items. Take a look and if you have any questions, give them a call. Their Customer Representatives are very knowledgable on basic Airsoft informationa and would be able to give you more information on shipping or whatever else you're curious about.
