Composite materials tend to be less strong as steel. However shoes are most of the time made according to certain safety standards. So a shoe made according to the European Norm EN 20345 must be able to withstand an impact of 200J regardless of the material it is made of. So for basic protection it doesn't matter which material the toe cap is made of as long as it meets the standards specified by the company/industry.
