The Cottingley garden fairies were fake. The two girls responsible for the hoax demonstrated how they accomplished it years later--though many folks realized camera skulduggery had to be involved. The book from which the fairy cutouts were made is also now known.
The possibility any garden fairies are real is remote. How would evolution produce a winged mammal (aside from the bat and flying squirrels) with six limbs, one set on the back? We might imagine cartilaginous structures developing on small hominids--most of us have fingernails and toenails. There were also small people at one time, Homo floresiensis. However, none of the primate species ever sprouted wing limbs, much less wing limbs independent of their forearms. And floresiensis wasn't small enough to be considered a fairy. Possibly the size of hobbits.
