It depends on the dog. Dogs are as much individuals as people- asking if a golden retriever is hard to train is like asking if math is hard for people. It varies a lot.
I've had dogs that were supposed to be easy to train, but never learned anything- and I've had stray dogs that no one thought would go anywhere that ended up being very intelligent. There's no easy answer.
