Are nomads a type of ethnic group?

A nomad is someone who has no fixed residence.  If you consider the lifestyle of gypsies or Native tribes that lived in the plains region of the US - they had prefered regions but not fixed residences.  Following the buffalo for meat was their priority. 

So to truly answer your question - it can be an individual or an ethnic group.
