I don't know if they are inherent, but the main cause for phobias is a bad experience within a person's life. Some are born within a child's observation of a parent's fear. If the parent is afraid of heights and the kid observes it, they most likely will get affected by it as well. It's truly difficult to get over a phobia, but it's not like they're avoidable.
