Hispanic refers to an individual who comes from a Spanish speaking country regardless of ethnicity. The United States census screwed up by deciding that Hispanic was an ethnicity choice in census taking. It doesn't really matter if you believe Spaniards to be Hispanic/Latino or not, because those terms do not describe ethnicity. The question: "Are people from Spain considered white?." is the same as asking "Are people from the United States white?", some are, some are not.
