most are Western Europeans are mostly Caucasian but Western Europe is decidedly multiethnic. Saying that you are Western European says nothing about ethnicity. There are non Caucasian people throughout Europe. Most Spanish people are white/caucasian-- unless they are descendants of another race. ie. If their family moved to Spain from Japan they are still Spanish but of Japanese ethnicity. Another bit of confusion comes from terms like Hispanic and Latino when applied to people from Spain. Hispanic refers to an individual who comes from a Spanish speaking country regardless of ethnicity. The United States census screwed up by deciding that Hispanic was an ethnicity choice in census taking. It doesn't really matter if you believe Spaniards to be Hispanic/Latino or not, because those terms do not describe ethnicity. The question: "Are people from Spain considered white?." is the same as asking "Are people from the United States white?", some are, some are not.
