Copyright issue
As for the intellectual property issue, if there is one, the ROMs may contain copyrighted material that is "free" to use, and to make copies necessary to that use (i.e., loading it into RAM). It may even be legal to disassemble the object code to find out how it works. However, it is not legal to make and sell additional copies (PROMs) without permission, at least in countries that recognize copyrighted or patented software (such as the USA). Similarly, in case you were going to reverse engineer the IC itself, the mask work, although completely functional, is protected by treaty and federal law implementing that treaty.|
