Are shy dogs potentially dangerous?

[Edit]
Some shy dogs won't even move if you get near them. If they were abused, or just really withdrawn, they could feel threatened if you try to approach or touch them and lash out because they are scared and think they need to defend themselves. They could from their perspective need to defend themselves; however, some have a medical disorder. When you pick them up and move them and they are so frozen that they won't move a muscle.

Also, some dogs, like some people are just crazy.

There is an expression among dog people, and especially guard dog people: fear-bitting bitchs will bite you.
