Terrorists come in many shapes and sizes. While it is possible that there are terrorists who commit acts of terrorism because they feel that the harm generated by their act will be far outweighed by positive consequences of the action, I would think they would be more Kantian, albeit in a twisted sort of way – remaining true to their ideology, regardless of the utility of their actions.
