Yes indeed they are, under US administration as part of the UN Trust Territory of the Pacific, the people of the Northern Mariana Islands decided in the 1970s not to seek independence but instead to forge closer links with the US. Negotiations for territorial status began in 1972. A covenant to establish a commonwealth in political union with the US was approved in 1975, and came into force on 24 March 1976. A new government and constitution went into effect in 1978.

What other country besides Puerto Rico is part of the US?

Puerto Rico is not now nor has it ever been a recognized country. Puerto Rico is a semi-autonomous territory of the United States of America with "Commonwealth Status". This is a political distinction, but a fancy name for an unincorporated territory. Before 1898 Puerto Rico was a territory of Spain. Before 1493 it was an island inhabited by Taino indians. And before that, not one alive knows! The United States of America has 5 major territories. Mariana Islands, American Samoa, Guam, U.S. Virgin Islands and Puerto Rico. The United States has very close relationships with some countries that were former territories and granted independence from the United States such as The Solomon Islands (1978), The Republic of the Marshall Islands (1986).
