It isn't rare in the sense that it's hard to find. I don't find it in most of the local comic stores I frequent. But that might be because most comic book stores rely on recent books and their back issue areas are not only shrinking, but tending to favor back issues that go no further back than roughly the 90s. Older back issues are probably easier to find online through Amazon or E-bay. Many stores may have a website where they can still hawk their older items.
The era of the big voluminous comic book store with endless rows of cardboard boxes is a thing of the past. Store owners have to streamline their merchandise displays so that they can target the young audience who is not interested in "just browsing" through dusty boxes for oldskool treasures but instead go to these stores with a clear mind of what they want. Invariably, it's the latest "flavor of the moment" or "what's currently hot". Or they want a trade paper back of the latest story arc that they didn't bother shelling out $4.00 per issue (TPBs are more economical).
The limited distribution experiment ended with the wrapping up of the original Micronauts series. So this means New Voyages was actually available on the newstands, which is where I got most of my issues.
I think that the New Voyages series is just less remembered than the original series only because New Voyages was more Star Trek than Star Wars. New Voyages had more hard science and metaphysics and focused on exploration with no central villain. This is probably what turned off readers.
So it's out there. I've even seen them in bargain bins.
