I can tell you through my own experience. After consulting numerous attorneys I was told that in GA one has to have legal custody or guardianship in order to get child support. However, My mother was harboring my 17 year old runaway, since he was in her home and proof of legal custody is not needed, department of family and children services granted her welfare, they then forwarded case to child support. This is how I found my son. However I am still being sued for child support even though my son is back in my home and I am the legal custodial parent because my mother has not closed her welfare case.
