you can catch any water type pokemon and evolve it and then try to teach it surf to go to dewford.

The fishing in any pokemon game is random. you may catch a fish or you may not. just keep trying your luck! It's better to just teach a pokemon surf and swim in the water.

It is common in the water. You can either; Surf or use a Fishing rod (Any). I will be surprised if it took you more then 1 minute for you too find a Magikarp, because they are extremely common.
