The benefits really don't depend on whether or not the veteran was a medal recipient. If he retired from the service the widow would receive pension or benefits. The reason for this is, unlike higher awards that are awarded strictly for combat actions (Medal of Honor, Distinguished Service Cross, Distinguished Service Medal- which have lists of recipients) the Bronze Star Medal may be awarded also for non-combat reasons.
