It depends on the unit and nation in question. If it's an ally, typically there are already specific procedures and Allied frequencies to communicate on. For unknown or hostile units which might need to be contacted (there are several scenarios in which it could occur), international common communication frequencies and protocols are used.
One good example is NATO - all members communicate with each other via established procedures and protocols, and they are utilized in military exercises involving all nations, as well as combat operations when the situation warrants. Obviously, military exercises work out any problems to be dealt with so that combat ops go more smoothly.
Another example was with the Soviet Union - often planes, ships or other units would come into close proximity with each other, and established rules of communication were set by both sides so that Commanders on either side would be able to communicate their intentions.

Officers are captains, colonels, generals, etc. They are also known as Commissioned Officers or Comms. Um...not the question. I need a slang term for men who were NOT in the military for any reason.

For mobile, it's generally *not*. Most mobile comms need to be able to communincate in any direction, and horizontal polarisation tends to be directional in the horizontal (azimuth) plane. This means that horizontal polarisation is not preferred for mobile comms. You'll need to ask your question more exactly - what *kind* of mobile comms, for instance.
