there are actually no free mobile phones because they must come with the plan.

Really, a lot of cellphones can be free. It just depends on your contract and the phone. For instance, if you are on a 3 year contract, you might be tied in for 3 years, and when you upgrade your phone when eligible, you can upgrade for free depending on the phone, or you might have to pay.
