Are title insurance policies issued to insure municipal addresses or only to insure legal description?

The legal description is the only thing that counts. Street names and house numbers can change.

The United States Post Office is in charge of issuing a municipal/mailing address and only they have the authority to change their address system.

They have the option of changing addresses, modifying and updating (for example a newly created subdivision)

The legal description that is recorded with the deed at the county/town record's office and or kept on a Plat Map at the county (depending on your state), is title insurable.
