Electric stoves do not need to be vented. Gas stoves also do not need to be vented, altho a hood that is vented outside would be a good idea to cut down on the cooking odors and fumes that might be given off by the burning gas. Same goes for propane burning stoves. All wood burning stoves need to be vented to the outside. I've seen some cases where people have vented stoves into the attic. Please don't ever do this because the grease from cooking will build up in insulation and underside of the roof, causing a very explosive situation.

No, but that said check, some building codes may require them, check your area. It is a good idea to have one to extract cooking smells and water vapour from boiling pots. If the range is in a position where you can not access an outside wall there are types that have charcoal filters in them. These just recirculate the air but they absorb cooking odors.
