You don't have to be naked when having sex, you can easily hike up your wife or girlfriends skirt and the man can release his penis through his unzipped trousers or jeans. So in theory you don't need to be completely naked but to insert the penis into the vagina there needs to be an exposed vagina and an exposed penis, otherwise it just isn't going to happen. The only thing I can think of where you wouldn't have to be naked was if both of the man and woman where wearing some special kind of erotic PVC customer that completely covers the whole of his body and one that covers hers with a pouch for his penis and a pocket for her vagina. Then this way you could theoretically have sex whilst not being naked.
