A child in the state of Alabama can not opt out of visitation with the non custodial parent until the age of 18. If the child is persistent in the fact that they wish visitation to end, this needs to be ordered by a judge of the court.
Why are you asking as if this is a law issue?
What the law has to say is irrelevant IMHO.
If the child doesn't want to visit the parent then he/she shouldn't have to.
I WOULD want someone trustworthy and impartial to find out why and make an informed decision so that all parties understand the decision.
Why?
First I would want to know that the child was making this decision (Not the custodial parent) and that it was based on truths and not some misplaced beliefs inflicted by the said custodial parent or indeed the child's own misunderstandings.
Also, I would want to be sure the child felt SAFE at the non custodial parents house. I don't want to start unneccessary worries but children have been known to be abused (Physically / sexually / mentally) by parents new partners. Even if it is merely that they resent the kid being around and are really mean to them it can put a child right off visiting. They may not want to tell their parent for fear of recriminations or maybe even because they don;t want to 'spoil' the parents new relationship.
There can be a million and one reasons and THAT needs to be your first aim before you make any further moves. Find out what the problem is and try to fix it.

Presumably, the custodial parent is the parent who has arranged for the child care and is the person who normally delivers the child and picks the child up after work. The child care worker can refuse to allow a parent to take a child if the custodial parent has provided a copy of a court order showing that the custodial parent has legal and physical custody. No unauthorized person should be allowed to take a child from day care.

There are no valid reasons not to get child support. That money is supposed to be used to help raise the child. If the custodial parent tries to refuse child support before a judge, the judge will override the custodial parent's wishes and explain that the child support belongs to the child, not to the custodial parent.
