I breed dogs and know from experience that small breed male dogs can become sexually mature at 5 months. Females come into heat at between 6-9 months of age. This doesn't mean the dog is full grown, only that he's able to reproduce. Generally a puppy is full grown at 12 months.

They are both wrong, a small breed dog is an adult when he is around 5 months, a medium breed is an adult when he is around 9-10 months and large breed is an adult when he is 18 months.
actually, my vet told me that a small breed would be 'adult', as in- has adult teeth, is able to breed safely, and is no longer growing- at about 18 months, and large breeds, not until they are about 3 years old. i have a st. bernard mix and they told me she would be growing until 3 years old.

So, the question should read, "at what age does a dog become sexually mature, and hence able to reproduce?" The exact date is different for all dogs, but can range on average anywhere from 5 months to 24 months. Smaller breed dogs tend to become sexually mature earlier (around 5-6 months), whereas some large breed dogs may take up to 24 months.
