Manhattan
Stabler was shown having to use deadly force. In one incident, a corrupt police officer raised his weapon at Stabler in fear of being caught, forcing Stabler to shoot him. (SVU: "Risk") At another time, Stabler shot a suspect who was threatening to shoot his hostage despite the suspect's willingness to work the situation out with Benson. (SVU: "Debt") The third time was when he shot Jenna Fox, a girl who opened fire in the precinct in retaliation for her mother's rape and murder. (SVU: "Smoked")
Elliot Stabler and his wife Kathy have five children, Maureen, Kathleen, twins Richard and Elizabeth, and baby Elliot Jr. (called Eli) who was born in season 9 (2007).
Actor Christopher Meloni was born in 1961; he will be 50 years old in 2011; Elliot Stabler would be around the same age as the actor. On SVU, Elliot and his wife Kathy have five children; Christopher Meloni and his wife Sherman Williams have two, a daughter and a son.

Season 12 ended with a girl with a gun shooting people in the squad room, so Det. Stabler shot and killed her. But during the hiatus between season 12 and 13, Christopher Meloni, the actor who plays Elliott Stabler, could not negotiate a new contract for season 13 of SVU. The script handled the situation by saying that Stabler had quit over the shooting incident. Elliott didn't appear, his resignation was discussed by the other characters so we would know why he wasn't there.
Christopher Meloni.

The Captain is Don Cragen who is played by Dann Florek.
He wears a leather jacket in a few episodes. Off the top of my head he wears one in the Season 7 episode Ripped, Annihilated, and a few other times in seasons 7 and 8.
His character's departure was handled by saying he had quit. Elliott didn't appear, his resignation was discussed by the other characters so we would know why he wasn't there. That's season 7 and the episode is called "Ripped". The guy Elliot was fighting was his old partner, Pete Breslin, who was hitting his teenage son.
No, Elliot did not get killed off. Christopher Meloni, the actor who plays Stabler, failed to come to a contract agreement for season 13 (2011-2012) and has dropped out. According to the script, he quit the force. We don't get to see him, the plot development is handled with conversations between the other characters. Since they didn't 'kill him off', perhaps when a deal can be made, he may pop up again as a guest.

It's possible that, if he can negotiate a contract for guest appearances we may see him on the show again.
