Answer:
It certainly depends on what you're looking for and what you consider best. My favorite portion of the beach is as far south as you can get. It is in front of South Pointe Park, just south of 1st street. Because of Government Cut (where the cruise ships come in) the water is very shallow, very far out. In general the water is more calm here as well.
