I don't really know what you mean by 27 inch bike, so I'll assume you're talking about a 27" wheel.
And the answer is no. A 27" wheel has a bead seat diameter of 630 mm, while a 28" wheel has a bead seat diameter of 622 mm. they are not interchangeable.

There is no way a 26" tire will fit a rim intended for 24" tires. But it is possible that your frame can take both 26" and 24" wheels. But if you have rim brakes these will not line up anymore. Disc brakes will be fine, as will a coaster brake rear.

All things being equal, a 24" wheel will be stronger sideways than a 26" wheel.
