Note: This is a PERMENANT solution and doesn't use proxys.
go to COMODO.com Then download the free firewall. restart your computer when done. On startup open up the firewall from your start menu. Go to the "firewall tab". select "Define new blocked application". Go to "running processes". browse through (it may take a little bit to load the processes) and scroll down to explorer. find "InetCntrl.exe" it will have a lightbulb for an icon. Add it to the blocked apps. and done! only problem is that all new applications will ask you to allow or block. (but not a big deal) Enjoy the freedom!
