"Reincarnation" is a fallacy, so no - Christians can't believe in it.

Hebrews 9:27 - And as it is appointed for men to die once, but after this the judgment, [NKJV]
_____________
The old testament prophesy might be the first reference in the bible.

Mal 4:5 "Behold I will send you Elijah the prophet, before the coming of the great and dreadful day of the Lord."

Jesus appears to be a proponent for reincarnation as well.

Matt 11:13-14 "For all the prophets and the law have prophesied until John. And if you are willing to receive it, he is Elijah who was to come." -Jesus is speaking about John the baptist being the reincarnation of Elijah, but his disciples do not understand so he has to restate himself a few chapters later.

Matt 17:10-13 "And the disciples asked him, saying, 'Why then do the scribes say that Elijah must come first?' But he answered them and said, 'Elijah indeed is to come and will restore all things. But I say to you that Elijah has come already, and they did not know him, but did to him whatever they wished. So also shall the Son of Man suffer at their hand.' Then the disciples understood that he had spoken of John the baptist."

Jesus liked to use the phrase, "born again" as in, "I tell you the truth, no one can see the kingdom of God unless he is born again." -John 3:3
