He can, but before he is an adult - 17 years old - he is not allowed to do it.

Legally, he can't, as he failed his apparation test because he left an eyebrow behind. However he apparated many times throughout what would have been his seventh year and he no doubt took the test again.

I don't think they can.

To apparate to a place, you need a clear picture of the place in your mind OR a fair idea of location.

Also, distance is a vital factor while apparating. Longer the distance; higher is the chance of splinching (damaging your body). And apparating to another planet means HUGE distance.

So, its practically impossible!!
