Yes. Oil paint is an excellent coating for interior woods. A 100% acrylic paint would be better for an exterior wood finish though because it will hold up better to the sun and is able to withstand repeated freeze-thaw cycles without cracking peeling.
It's impossible to use a stain OVER paint. the surface is already sealed and a stain needs to obsorb.
the surface but stripped of any paint etc. first
it would be hard to do so, but it is possible.

Alkyd paint has a resin in it to help the oil in the paint dry faster, oil based paint in my opinion has a more vibrant colors, both in depth an brightness, waterbased seems to be toned down some-what. Wood paint can be either water based or oil based and even water soluble oil based. Oil based alkyd paint lately are used for things or areas that might receive abuse, and because of the slower drying time the oil based alkyd paint will show less brush marks then water based paint.
It depends on the paint and composition. An oil based mastic paint used, for example, for waterproofing a basement is not porous, however an oil based wall and trim paint is. Check the manufacturer's data sheet to be sure.
oil based paint is better because it seals the wood
You can paint directly onto it with an oil based paint like Tremclad.
