Actually, they are not. If you gave eBay one wish....it would be to be within every country. They add about 4-6 new countries every year. The problem that they deal with is regulations, and banking law with these countries as they are not a bank. Commonly they have to partner with a bank in order to provide access to the countries they have, however sometimes that alone is not enough. Realize this, ebay and PayPal are businesses that are out to make money. The more countries and customers they have the more money they stand to make. There is no benefit in denying countries as long as they are not sanctioned by the United States which by law they cannot provide service.
