Can Russian Box Turtles live in the same cage as your baby Bearded Dragons if the cage is 2' by 4'?

[Edit]

Answer

It's generally a bad idea to mix two completely different species in one tank.

Bearded dragons need a dry tank, a turtle need water. Bearded dragons are a desert animal, turtles are aquatic. I would never put them in the same tank.
