Yes. Wifi is the only way that the iPod touch can transmit the voice data to the Textnow server to carry the call. With an iPhone, wifi is not required because it can also use the edge or 3G data connections.
Is the textfree textnow or textplus for itouch better?
I think textfree is the better one. I did use textnow, but the number they give you looks weird and doesn't have the right area code. Textplus gives you a texting adress, not a real phone number. Textfree gives you a number with your area code, and you can call people with it too.

I would say the IPhone because the Itouch only has the ability for Wifi and apps and the basics. But the Ipone has Calling abilities and voice abilities where as the Iphone has no voice capability.
