A boy of 12 may not ejaculate at all, he may produce a thin, watery fluid, or may produce a full ejaculation. It depends on where the boy is in terms of his pubertal development. Boys develop at different rates and may not be able to fully ejaculate until much older. On average, boys will begin to ejaculate anywhere between 10 and 13 years of age, and often discover this either through nocturnal emissions (wet dreams), or masturbation.
If a boy is able to achieve orgasm during masturbation, but is concerned about a lack of ejaculation, he should speak to his parents first, but if that is not possible, then with a trusted physician. Delay in developement of ejaculation is not a sign of stunted growth or health problems in and of itself, and is not generally something to worry about.
